BACKGROUND

The Embassy of the Republic of Rwanda was established in the Kingdom of the Netherlands in The Hague on the 1st of November 2006. Since then the Embassy of the Republic of Rwanda has built relations and partnerships in the Netherlands.

Following the 1994 Genocide perpetrated against the Tutsi, the Kingdom of the Netherlands was among the first countries and international organizations to respond positively by proving humanitarian aid through emergency and assistance programs in Rwanda in the sectors of Justice, Food Security and Water Resource Management, Decentralization and Governance, the private sector and NGO’s.

KINGDOM OF THE NETHERLANDS

Dutch companies enjoy the business climate in Rwanda and many are successful businesses. The Dutch brewery company BRALIRWA / Heineken, Dutch Rabobank in the Rwandan Banking sector and the KLM operates daily direct flights to Kigali. DSM started in Rwanda in 2016 and UNILEVER acquired shares in a Tea Factory, to name but a few. Rwandan flowers company Bella Flowers cooperates with Dutch flower companies to sell Rwandan flowers to international market.

The socio-economic success story of Rwanda was made possible by the exceptional leadership of H.E. President Paul KAGAME that made Rwanda shift from an a failed state in 1994 to one of the fast growing economies in world.

Extended Jurisdictions & Multilateral Relations

REPUBLIC OF LATVIA

The Republic of Latvia is situated in the Northeastern part of Europe. Being one of the major manufactures of machinery (domestic and industrial) at a low cost compared to most western Europe, Rwandan companies can take advantage of this opportunity to acquire durable machinery. Current figures indicate that since 2016, Latvian companies have exported goods (mainly grain and lighting materials) worth 800,000 Euros to Rwanda while imports from Rwanda have not exceeded 10,000 Euros. It is therefore important for both countries to explore how to enhance their trading relations for example; Rwanda exporting flowers, tea and coffee to Latvia.


 

REPUBLIC OF ESTONIA

In bide to open-up her foreign policy with Africa, Estonia reached has out to Rwanda consistently since 2016. Rwanda’s Ministry of ICT has identified Estonia as one of the strategic countries it is looking to partner with, and learn from their e-health, e-governance, blockchain use, and digital IDs systems as well as the X-Road system that enable different government services to exchange data seamlessly. Rwanda is also looking to explore partnership with Estonia in Africa in the ICT sector.

REPUBLIC OF LITHUANIA

Lithuania is the southernmost and largest of the three Baltic states. Lithuania’s economic freedom score is 75.3, making its economy the 19th freest in the 2018 Index. With a decrease in government restrictions and increase in privatization, increase investment freedom, judicial effectiveness, and fiscal health, Lithuania is ranked 11th among 44 countries in the Europe region.

MULTILATERAL RELATIONS

The Embassy of the Republic of Rwanda in the Kingdom of the Netherlands is actively involved in diverse multilateral organizations including the Common Fund for Common Products (CFC), International Court of Justice (ICJ), Organization for the Prohibition of Chemical Weapons (OPCW), Permanent Court of Arbitration (PCA) and the International Residual Mechanism for Criminal Tribunals (IRMCT).

The Common Fund for Commodities (CFC) is an autonomous intergovernmental financial institution established within the framework of the United Nations. The Agreement Establishing the Common Fund for Commodities was negotiated in the United Nations Conference on Trade and Development (UNCTAD) from 1976 to 1980 and became effective in 1989.

The International Court of Justice (ICJ), which has its seat at the Peace Palace in The Hague, is the principal judicial organ of the United Nations.

The Organization for the Prohibition of Chemical Weapons (OPCW) is an International established under the Chemical Weapons Convention to eliminate an entire category of weapons of mass destruction by prohibiting the development, production, acquisition, stockpiling, retention, transfer or use of chemical weapons by States Parties.

The Permanent Court of Arbitration (PCA) was the first permanent intergovernmental organization to provide a forum for the resolution of international disputes through arbitration and other peaceful means.

The International Residual Mechanism for Criminal Tribunals ("Mechanism") is mandated to perform a number of essential functions previously carried out by the International Criminal Tribunal for Rwanda (“ICTR”) and the International Criminal Tribunal for the former Yugoslavia (“ICTY”).

To entertain and strengthen good relations existing between Rwanda and the Netherlands, on governmental, parliamentary, civil society and institutions levels. To make Rwanda visible and known as: one people, one nation, a secure and stable country in Great Lakes region. To brand Rwanda as liable investment destination. To mobilize Rwandans living in the Netherlands and push for an “economic diaspora”.
